Born on March 31, 1946, raised on Carnano Island, WA and graduating form Stanwood High School, Rebecca Coufal’s mother was a medical doctor with a private clinic in Stanwood and father was a farmer and carpenter. To earn money, she picked strawberries at the age of 7, then later raspberries until she was 16. During the summers after high school graduation, she drove a pea truck for Twin City Foods to earn money for college.

She was educated at Gonzaga University School of Law. She commuted to law school from Summit Valley, taking a full load of classes as well as summer classes to graduating in 1986. She began working as an intern with a small Spokane law firm in 1985.

Her first full time job after passing the Washington State bar in 1987 was as a second or temporary law clerk for the U.S. Magistrate, James B. Hovis. She had the privilege of reviewing the social securities appeals to the U.S District Court for the Eastern District of Washington for the magistrate and drafting the decisions for his review. This experience provided her with an excellent foundation in Spokane Social Security Law.

She left the clerk position, for she believed that she had to start practicing law. In 1991, she started her own office while renting space from an attorney in Spokane who also practiced social security disability law. Since 2000, she has been in private practice as a sole practitioner while working out of her home office.

Her practice is limited to the following:

  • Social Security Law
  • Juvenile Law on an appointment basis for Stevens county, WA (this includes dependencies, juvenile criminal and ARY/CHINS)
  • Washington State administrative law for employment security hearings
  • Fair hearings and worker’s compensation
  • Guardian Ad Litem appointments in WA title 26 (family law) cases in Stevens and Spokane Counties

She believes everyone has a right to representation and to be heard. Also, she believes in sticking with clients through appeals if that is their choice. She returns all calls within 24 hours and returns calls as soon as she gets back in the office after being away.
